Does anyone other than Jax and Tryndamere fit this bill? Since low elo players refuse to take objectives I'm thinking a power farming jungler that can split push, melt towers and most importantly get away when collapsed on. Halp! Top lane might be possible too if that would be the better position for this but I'd like dragon control also.

With trinity your Q chunks towers even at one item. You also have the mobility to outrun almost any champ if you use your E and W properly.
Once mid game comes, she can drop a turret in about 5 Qs.
Good luck getting her picked though.
