the slow is twice as long now, an AOE 2 second slow that does an extra ability's worth of dmg

seems like it would be fairly solid on catching mages. - maybe even , champs who aren't great users of Rylai's but would enjoy having an easier setup for their CC

shouldn't be overlooked imo, could be really strong in the future

When they updated the GLP with the new recipe, they reduced the cone and made the protectiles slower, less slow and less damage. They increased the slow and damage in 8.5 'back' to before the new recipe changes.

It would have been better if they just changed the recipe and left the Frost Bolts active the exact same.
