How good is ramus

I have had ramus for a while. I recently herd that he was t1 or god tier. I no he's kind of hard to get away from with a taunt and his sanic ability. He's tanky as fuck. In fact more than anyone else. He can easily siege towers. But his damage is quite lame. I played him in a pub one time. I died 10 times, got 5 kills, and I spoon fed 28 kills to my team and someone called me trash. We also lost. I want yo no what Elo does he fall off. And what tier he would be on. 1 best 3 worst . There's God tier who h is also better than t1. Also is he good for counter jungling(excluding pesky assassin match ups). Id like to put people on tilt.
