Code her ult to work like gragas' ult, that way people have time to react to her ultimate instead of having to deal with a instantaneous 100-0 possibility. Her ult provides far to much reliable utility AND damage. Code it like gragas' ult and i guarantee it will work.
If that is not enough, change tibbers into a linear skill shot that does a aoe knockback to whatever it comes into contact with it.
2 simple solutions for a simple problem
I don't see Annie as a problem. She's popular because her point and click CC, high damage and surprising tankiness wrecks melee assassins. However, put her against long ranged poke mids like Ziggs, Xerath and Ori, and she'd get wrecked since she can't even touch them without being chunked.
Back when the meta mids were Syndra, Ori, Xerath, Ziggs and Nidalee, Annie was nowhere to be seen.
Nerf her just because she's popular? Sivir is super popular now, too; nerf her as well?
So you mean make it have like a .75 second cast time where annie throws tibbers to a general area that tibbers and the damage will happen?
