Zed, Kat, Vlad, Elise, Fiora, Maokai, Yi, Morgana, Sivir, Nocturne, Poppy. Off the top of my head.

The champion with no escapes, the ninth lowest health in the game, and middle of the road movement speed. Sure, he can blow someone up, but being that his entire kit is built around him landing that stun so he can get close enough to combo without just getting deleted, I don't particularly see a problem. Veigar has counterplay.
