New Ryze... OP?

So I've played a couple of Ryze games and HOLY CRAP! He seems to be really really strong! Maybe too strong...

Mostly it comes down to his passive, it seems like just as I finish casting all my spells, Q comes up and triggers my passive and suddenly everything is up again. I can cast me full combo 3 times in 3 seconds...

Or I just got massively fed off a noob top and Ryze is just super snowbally now..

You got Fed.

I have both a game where I got fed and one where I didn't. There is a big difference in power there cause of Ryze items. The faster he gets them, the stronger he gets.

He's like Vayne, get fed and get items fast and he's unstoppable, until that point not so much.

I still think he might be OP right now. It comes down to his W. They brought it back to 14 seconds with a 1.75 root at max level (it was 17 seconds with a 1.5 root when his rework was announced). Which means you can get 3 roots on one target with your lvl 3 ultimate/passive if you use your abilities correctly. If he seems to be a problem, I'm guessing they will increase the CD back to 17 seconds, possibly keeping the 1.75 second duration. I'm not sure; this is just my impression of him. But he has way more lockdown than he had before. I'm still getting used to him, but even when I don't do that well, I feel the potential that he has in better hands. His Ult is basically never on CD as well so that might be a problem, but I don't know. I wouldn't be surprised if he's the new thing everyone complains about.

He is currently the lowest winrate champ in the game. This is obviously partially because people who don't know how to play him are trying him out and people who used to know how to play him are having a hard time adjusting, but even taking that into account I think it would be hard to make the case that he is OP.
