Is it just me, or has Illaoi been Yorick tier ever since release?

I would honestly love to play her, but I always feel like I'm at a huge disadvantage because it is incredibly hard to feel like you have any control over her kit. For example, all the opponent needs to do is walk away to avoid the majority of her damage and she has no tools to keep them there. Any conscious team will simply disengage the fight the minute she pops ult. Her only saving grace is if your team is overtly CC-heavy and is coordinated to play around all of your damage. I think part of her problem is not being able to manually place the tentacles. Some of their placements are outright inconvenient, others are just useless (like in base).

Can we agree something needs to be done with this champion so that she can at least see the light of play? Feel free to drop your comments. I would really appreciate some Riot feedback if possible.
