Kled isn't in his lane, guess I'll sit at my fountain until he shows up, And then recall every time I lose vision of him. aka AFK at the fountain, because that's literally what you're suggesting.
Once his ult sounds, I can either sit under my tower and die there, or run towards the base and die between my towers. Tons of positioning options.

depending on what mage your playing (as OP mentioned it was immobile mages/carries) you can stun or root him as soon as he lands making it a complete waste, again with some map awareness of where he was or is most likely coming in from you can position so he misses and then turn the tables.
i'm not saying he is OP or UP I'm just giving options of what you can currently do.
