So when is Riot going to admit lifesteal is out of control

The same time they admit zhonyas is anti fun, and that duskblade is op, and that kits like galios are overloaded, and that mage supports have too much pressure compared to regular supports, and that dorans shield makes deathfire touch useless, and when they admit some of their rewworks are inferior to the kits they removed, etc etc etc

What makes you think lifesteal is out of control?

Whenever it gets to be out of control. It is fine right now. Maybe slightly stronger with the recent changes, but nothing "out of control" or anything close to that. If it was out of control, then every champion who is not 100% AP based would take it. Lethality was once like that where a team of 5 champions all would buy max lethality and it would be better than most other comps. That is being out of control.
