Opposite effect for me: It tells me that I'm not alone... yet where is he? It's the diving line between a pure jump scare and building tension.

They added it for counterplay, and even with it he still 1 shots your carry and wins. Hes not a healthy champion if you ask me.

Two things:
One: Rengar is tankier with more CC than other stealth champions, so his stealth needs more counterplay.
Two: The Exclamation mark used right can create chaos in the enemies formation. He is only able to attack and kill 1 person at a time, but with the exclamation mark all 5 member panic as they all think he is coming for them.
They would have to remove the CC from his "eBola Strike" then ... otherwise it would be too overbearing and broken, just like the old Eve with stun.
Every "Stealth" champion has a "tell" when they go in stealth. Shaco has a Orange cloud of smoke, Evelynn also has a "!" if you haven't seen Teemo for a while and he didn't leave lane, then its a safe bet that he just went stealth. They have these signs or else stealth would be OP and we would have the assassin meta all over again.
