Anidan3 votesTo be fair, Sejuani isn't naturally very bulky either, she just has a lot of CC she can apply repeatedly and damage over time, along with having decent bases but "eh" scalings for her damage so she's built tanky. Unlike Nautilus and Leona who have tanking steroids, she's not naturally bulky - she has to consciously build that way.
Not to say that she's not a tank or that Heca is one, because neither of those are true, just pointing that out.

Hecarim has been updated in 25 patch notes since then.
In May 2016 Riot, realizing that many of their old role conventions weren't very accurate, updated his classification to be "Diver", a classification shared with Vi, Nocturne, Xin Zhao and others.
November 2016 Riot released their Open Beta of the new client. While this update does not display the new classifications, it did remove the secondary classification, thus officially removing Hecarim's "Tank" status.

He's a tank because that's effectively the way he plays and is being built. He has CC and tankiness. Technically you could say Naut is also a diver because of his hook, so he's not a tank then. Diana's classified as a diver, but has nowhere near the same playstyle as Heca. Heca has CC, tankiness, stickiness and the list goes on. Riot classification doesn't make much sense when it all comes down to it.
TLDR; Heca is a tank.

All of the champions I listed basically build 0-1 offensive items.

youre actually right cho got decent damage early/mid game but it really falls off hard later on, also his Q is super easy to dodge and hes completely immobile so is justifiable
Zac with sunfire doesnt deal OP damage but just outtank you but it actually requires 5+ seconds for a zac to kill an ADC with sunfire(actually cinderhulk) + ult which is completely fine
