Nobody said this ever. When name was released there 2 hard CCs that lasted 3 seconds on basic abilities. It was not new at all to have hard CC on a basic CC. Even some of the original 40 had it.

They do all the time. Every champion in the last year or two has been unique and broken in some aspect. Of the last 15 champs (Since Yasuo) everyone except for Vel'koz has been unique. 10 of those have been nightmares to balance because the concepts were so new and broken.
