Why Vlad's E costs him his maximum health instead of his current health?

Because every other champion with health costs, other than Soraka, have their costs either in a flat amount or a current amount of their health. Vladimir (and Soraka, but she doesn't use her W to directly trade with opponents like Vlad does) is the only champion with health costs that has this particular feature which makes his sustain usually not enough since he is still killing himself trying to trade with opponents. Not to mention, this is the ability that Vlad uses for waveclearing.

I wouldn't even mind if his E damage was nerfed just to have its cost changed to "10% of his current health" instead of "10% of his maximum health".

It's because you channel all that health straight to damage so a percent current health would be a nerf.

Can you better explain what you said?

Vlad's damage dealt is (AP Ratio) + (base number) + (the amount you payed in health)

If you change the amount you payed in health from 10% of max health to 10% of current health, when Vlad isn't full health the damage he deals goes down by a lot (though its debatable if its a nerf or not since its not desirable to deal 10% of your own health to have that dealt to a tank).

No this will increase his damage inconsistency even more. He needs fixed numbers of damage on both his Q and E as well as reducing the ridiculous HP cost and if that reduces his E damage scaling then so be it.

He can channel between 2.5 to 10% of his max health straight to damage.

Maintaining the health ratio to not lose high amount of hp is more annoying than his previous stacking mechanic.

it wouldn't do nearly as much damage. it would be a nerf most of the time. if your low and your fighting. you want to do damage. not not die because then you will die anyway because you're low.
