Does it just function as normal but with his stats? Does it function as normal but with the person you stole it from's stats? Does it convert scalings to whatever he builds off and goes from there? [sg-lux-2]

If it's an AP scaling ability, it will scale off his stats (he scales off of AP anyway). If it's a non hybrid AD ratio (as in an ability that does not scale off of both AP and AD, Kat's ultimate is an example that scales off of both), Sylas will convert that to AP. If it's a total AD scaling, he will convert every 1 AD to 0.4 AP, if it's a bonus AD scaling he will convert every 1 bonus AD to 0.5 AP.
Take Zed's ultimate for instance. It has a 100%_ total_ AD scaling. Sylas will convert that to a 40% AP scaling if he uses it. (0.4 x 100 = 40%).
Another example is Jarvan IV's ultimate. It has a 150% bonus AD scaling. Sylas will convert that to a 65% AP ratio (0.5 x 150 = 65%).

I just see people drafting teams around him to make him useless.
He's going to be a utter flop of a champion that you either ban... or have to avoid picking half the roster. I mean picking 
ect is just going to be the same as inting unless you ban the guy....
I see him getting a rework within a year.
All in all he's just a terrible design that wastes a ban slot.
