CertainlyT explained that the reason his ult was on low cd and why balance team never increased it, is because Yasuo ult is the only ult that CANNOT be used everytime he wants.

Junkο6 votesI have NEVER been unable to cast a Swain ult, literally never. You always have a soul fragment either from landing one of your 2 spells that can proc it, from your teamates CC OR from picking up a soul when somebody nearby you dies.

Boy, sure is a shame theres a lack of displacements in league tho, sure am glad he has a short cool down to balance this

Anivia wall, Braum ult, Camille E, Cho Q, Ivern Daisy 3rd auto, Janna ult and Q, Jarvan e>q or ult, Kalista ult, Kayn Rhaast W, MAlphite ult (maybe more, I've never played him and rarely play against him), Maokai Q, Nami bubble, Ornn brittle auto, q, q>e, e, ult, Quinn E (pretty sure), Reksai unburrow, Riven q3, Sej E, Sion q/r, Trundle E, Wukong ult, and Zyra ult are all knock-ups or knock-backs which cause enemies to go airborne, allowing Yasuo the ability to proc his ultimate off them. It's also why Kai'Sa's ultimate and passive was so good on release because any form of hard crown control gave you passive stacks and you had synergy with 85% of the champions in the game and do their whole health bar in no more than 4 autos because of the max HP damage her passive granted.
What he is saying is that you can proc it off any displacement there is. Looking at that list he provided, I still don't think that's all of them but it probably is..

I already explained to you the issue with your comparison (generally a 30-45% CRD build on Swain), but you choose to continue arguing about it, lol.
also FYI, currently, Yasuo's general builds include no CDR at all, if any, an accidental 10% from some item.

So because he's unwilling to opt into cdr, he should just get a low cooldown ult for free?

You get one every time an opponent nearby is CC'd and you use your goddamned passive. Any kind of immobilizing effect causes it to work, and you can sit on the fragments for as long as you want, whereas Yasuo can only ult while someone is still in the air.
Also, you don't need all 5 fragments to use it. It does metric fucktons of damage if you have all 5, sure, but you don't need all 5. Yasuo physically cannot ult if an opponent is not in the air.
