@Riot QoL Veigar Buffs

Yes, I know, there are lots of "QoL" threads right now. However, this is just some cleanup that would be easy to fix with Veigar.

Veigar's [E] Event Horizon had a range buff on his rework. This was good. However, his [W} Dark Matter stayed the same range. This means, if I stun someone at max range, I cannot immediately cast my W on them. If this is in an open space, I can just walk up, sure, but if I manage to stun someone over a wall, I can't follow up.
Let Veigar's [E] Event Horizon give me vision of opponents I stun, or vision in general inside the circle, or something. I hate when I cast it over a wall where I know an enemy is, but I have no trinket, so I have to guess which part of the stun that they hit, and if I guess wrong, I miss my [W] Dark Matter.

These 2 changes would help Veigar out a lot. Thanks!

QoL buff #2 looks especially good to me. I would definitely like to see that one implemented, because over-the-wall snipes are my go-to way of getting easy kills as Veigar. I really like buying item 3361 early so I can get some nice vision over walls and get those snipe-nukes. But with the E buff, I could check bushes safely, baron, etc. That would be nice.
