My guess is Kassadin and/or Veigar.

With all these new juggernauts it's hard for them to be anti-mages.

Zilean is in a genuinely bad spot as far as playability is concerned.

Mundo could probably use some love as well.

Taric/Akali

Taric feels next to useless other than his heals and his stun Akali is just clunky to play and the changes they gave to her ult only made it so she has more air time so it hardly helped her. She just needs dat E proc

Taric needs a rework. Akali feels fine to me, but she falls off late imo. All she needs is her E to proc her Q again.

Caitlyn She could benefit from her Q firing faster and a better W. Her W is just a semi-useless version of Jinx's E, and also does less damage.

He was gutted worse than Kassadin with his rework. They need to make his mushrooms last 10 minutes again so he can at least be somewhat relevant.

Veigar doesn't need a buff . . . He's middle of the pack fine.

Rek'Sai could probably benefit the most from just a buff. She doesn't need much to feel a lot better.

Kassadin Terrible early game, squishy, no damage, minimal CC, super mana hungry, get's countered easily. As strong as he was in Season 3 he's one of the worst champs in the game now.
