Yeah - it's true, I remember when Azir was destroying mid lanes - it wouldn't take much to push him into total dominance again.
There's just no real reason to play him anymore because a) it's so hard to survive against the current burst b) even if you survive, it's so hard to get your dmg done later in the game. Another little nitpick about azir is that unlike almost every other champ, you can't kite or perform a fighting retreat without immediately losing all your dmg. If you need to run or reposition, you usually have to abandon all your dmg application to do it.
Overall I do really love azir's kit I must say. I think he's one of the better designed champs. Great inter-kit synergy, fun to play. With the right comp, yeah I think he still very strong. It's just so hard to find comps that can support both him and an adc. It's a very old style of composition. These days everyone relies more on mobility, flanking, flash cc and bursting down priority targets rather than tanking and dmg-over-time. Assassins are just too strong for that style anymore.
