Is Caitlyn supposed to be an early game lane bully?

Because everytime I see her being played, she ends up not actually being a lane bully, but a late game hypercarry, albeit inferior to actual hipercarries such as Jinx and Vayne.

I say that because of her lack of steroids early game, also the fact that her Q and her passive don't do that much damage, but they hurt during late. Combine that with her reliable escape and her range, and you end up with a champion that has serious potential. However, I don't see her exceling as a lane bully, at least compared to champions such as Graves, Lucian, and even Draven.

Are people playing her on the wrong way, or Caitlyn isn't actually a lane bully, but an hypercarry? (albeit with the worst late game potential out of all hypercarries)

In my experience Caitlyn played the right way is a huge lane bully due to her long aa range. But being in bronze most Caitlyn's I come across play incredibly passive and lose any advantage in lane her aa range gives her.

She's a lane bully but not in the traditional sense. Most lane bullies bully you with very early damage or high kill pressure, zoning you off CS. Caitlyn is a lane bully by making you eat free autos every time you try to CS while staying eternally out of retaliation range. She's a rather unique lane bully in that she's weak at trading and all ins but has the tools to avoid them while poking relentlessly.

To more directly answer your question, people are just bad at her. Caitlyn is all about abusing your range advantage as much as possible to get tons of free damage, which is alot harder to do than simply outrading people constantly like Graves does or constantly threatening the all in like Draven does.

She is very strong early, weak mid game, and pretty strong again late game if the match goes long enough.

Caitlin is both, a lane bully and a hypercarry, Her huge range allows to harres the shit out of most botlanes and siege towers, her Q adds nice poke and wavelear while W+E keep her save. Her savety and huge range also are what makes her a lategame hypercarry, while she doesn't do the same damage as a jinx or vayne, she is far more save, so she can make up for the lowe dps with a high AA-uptime.

Caits weakness is the midgame if not fed, she lacks dps steroids and also aoe-burst, so her damage is pretty item dependend. She really needs a long time to chew through the enemie tankline till she got like IE+PD+LW.
