A sincere question, why Tiamat was nerfed to begin with?

I don't recall people seeing item 3077 as a problem. While it could give free waveclear to many champions, this item honestly wasn't THAT useful outside of this, unless you upgraded it into Ravenous Hydra in which the case it gave lifesteal and a lot of raw AD. But not all champions completed Hydra first; many champions would rush Tiamat just for the waveclear and finish it only later in the game, purchasing other more useful items first. Lots of champions, however, still preferred the raw power from rushing The Brutalizer.

Some champions that used this item were problematic, but the problem wasn't on Tiamat, but on the champions themselves. Examples include Fiora, Darius, and Kha'Zix.

Nerfing Tiamat only served to cripple champions like Fiora and Kha'Zix who are either forced to rush Hydra (thus delaying other useful items such as armor penetration items) or spend a long time in the game without waveclear. In addition, thanks to Ravenous Hydra being much more expensive, rushing it is a pain when you are behind.

Taimat was the cure all for assassins that lacked wave clear. It added it their burst and allowed the to easily push and roam. Now they still get the extra burst and for less but if they want the wave clear they need to buy the whole hydra. If there weakness is wave clear why should 2k gold that also lets them burst more negate that?

You're first paragraph actually explains the whole thing. Old tiamat was too powerful an item for the tier it sat on; upgrading it to R hydra was something people didn't really do until they had extra gold because they got everything they wanted out of just the tiamat. So the item was improportionally strong when compared to other tier 2 items. So it got nerfed.

champions that are forced to rush hydra

no one is walking behind the player, holding the end of a revolver to the back of their heads, and saying "buy hydra!". Hydra is purchased because it is a large ad item that grants lifesteal with aoe damage. And it's a pretty good item at that.

thus delaying other useful items such as armor penetration items

Except hydra itself is a useful item. it gives immense aoe lifesteal and also grants a large amount of AD, comparable to big ad items like Infinity edge and bloodthirster.

The difference? the most expensive component of hydra is the 875 gold you need to buy the pickaxe. Which means so long as you return to base with at least 875 gold, you'll always be able to progress in completing this item. This is a big deal. It's why Riven, Darius (pre-rework), kha'zix , Lee sin, Fiora, Talon, Renekton, Rengar and Rek'sai snowball so hard. This item by nature is snowbally. You get one kill, and then you get to return to lane with some more ad (to kill your opponent with since you are now objectively stronger than the enemy in terms of raw stats) and you are now one step closer to finishing the hydra.

You gave us the reason why

it gave waveclear for those who needed waveclear and burst for those who want burst. And generally, those two traits are part of many champions' kit.
