Technically Syndra is a ranged, unmobile ap assasin. The only differnce between burst mages and ap assasins is mobility and range. Except 
She is to some extent one. But with counterplay, lots of counter play, and 3 out of 4 skillshots.
Id rather go Talon or Kat to kill faster and by hitting less buttons and aiming less XD.
Most burst mages (read: practically all of them) are pseudo-assassins, with the only difference being more utility (on average) on the mages, and more mobility (on average) on the assassin side.
You are all damn right! But It's conditionnal ( I think to her ult)
