Why can Darius ult clones yet can't refresh on kill of clones?
If he can't refresh on them he shouldn't be able to ult them in the first place.

You have to be able to cast it or else it would be way too easy to find out which one isn't the clone, defeating the clone's purpose. The ult shouldn't reset because you aren't actually killing a player you're killing a copy that in some cases actually makes it too easy to kill. LeBlanc's comes at low health, Shaco's takes more damage from all sources, and Wu's doesn't actually move.

Then they sould at least make buffs/debuffs apply to the clone. If you simply ignite/exhaust someone before his clone comes up, it'll be super obvious which one is which. Similarly, red/blue buff never shows up on the clone, so it's exremely easy to distinguish. Honestly, if that's the only thing keeping them from making that change, they should buff Darius' ult to make it reset, and nerf it once a real way of cloning appears.
Personally I think it's less of a problem with the ult reset and more of a problem with clone mechanics, specifcially fine deatils like buffs and debuffs. The whole point of a clone is to allow a player the option, through proper skill and timing, to have an opponent waste a spell. If said spell gets a reset then even though said player used the clone perfectly (baited the spell) it would reset and render said effort useless. Not to mention a clone could be used to effectively extend the duration of the the spell's reset timer (get 1 reset, use clone to reset again), making an opponent's actions directly beneficial to a Darius/Akali/Fiora/Tristana/etc. player.
tl;dr I am against allowing resets through clones. I am for making clone mechanics more exact copies.
Because Darius thinks they're a champion.
But they aren't.
I'm not sure about other clones, but the clone can be attacked with any spell that would affect a champion but it is just a clone ,so killing it doesn't count as a champion kill, meaning no gold and no ult CD reset. The clone is for outplays and if you couldn't target it with a champion only spell, you would quickly be able to find out if it was a clone, making it far less useful. clones are important parts of their kits so they aren't going away any time soon.
Ignite before they use the clone( not wukong) and the real one will be ignite. The only the real one will have a red or blue buff. wukong is invisible but his clone stands still, wukongs might stand still just to fuck with you though so watch out for that.
The point isn't that you're wasting your cooldown, it's that a spell that only works on champions and have a special interaction when it kills a champion can be casted but doesn't get access to its interaction, making it contradictory. Similarly, I wouldn't expect to be able to smite clones (which I believe you can, but I'm quite far from being certain).
Clones are a part of counter play/trickster play style. It is meant to be that way for a reason.
There are a lot of things that stand out on the regular champion compared to the clone that you should be able to tell the difference rather quickly.
