The Q buff was paired with a W nerf, which pretty much killed her DFG nuke potential back then and threw her down to utility mage status again.
You can also blame MR itemisation being pure and utter shit.

The cooldown change was only 1 second down.
A big offender in that department is also the introduction of 80 AP Morello's. There's only so few occasions where I felt that rushing my 40% CDR wouldn't be worth skipping RoA altogether.
In fact, there's times where I can skip Void Staff as well entirely nowadays with Lissandra.
MR itemization needs some serious looking into. Lissandra has some problems when she has a front line to keep her away from her priority targets with her low range skills (R has smaller range than her auto attack).
When I can just nuke the frontline and control the fight anyway, the problem isn't really Lissandra. It's the excessive and repeated nerfs to the front-liner's strength.
Cowl also needs some HUGE buggs to the regen passive, because it's nowhere near the old one. It was one of the most efficient ways to lane with Lissandra early, due to her low base damages early.
Generally, the hp/mana regen changes were awful and pure crap. They are responsible for most of this mess like Lissandra becoming a top tier mage and Zed becoming a top tier everything.

Shouldn't Liss be receiving the heavy damage punishment as Ryze does? She gets to cast an AOE Q for free, for crying out loud, plus a slow....
