So where will the middle ground be with ADCs?

Because if armor penetration and the items are too weak these abusive ADCs will never build it, thus they lose out on that stupidly good early game powerspike from building these items. Then they go back to the crit builds where they're stuck being somewhat useless until mid-lategame when they get core items and hopefully do something before getting one shot. And even then you get abuse cases like Caitlyn being the best and most likely to survive in these scenarios.

Shouldn't the main late game class have a terrible early?

I would hope that we move away from them all automatically being good late game

lot more interesting that way in my opinion

I doubt we are anywhere close to that sadly.

Marksmen should have a bad early, decent mid, and great late.

There can still be 'bullies' like Miss Fortune, and ADCs that scale harder, like Twitch and Vayne, but in general, ADCs should have bad early games and good late games. It's one of the things that can help keep them balanced; Marksmen that are strong early inevitably get sent top lane, and anyone who wants to play a melee champion gets f*cked.

The problem is that in the current state of the game it's unviable to wait until late game. Anything that can be useful earlier will be played / built.

That's why you really don't see hard scaling champions played like Trist, Jinx, Vayne, Twitch, or Kog. Because these champions peak so late in the game and the meta decelerates their scaling even more it's not worth to pick them over someone who can play like a caster or has utility.

I don't disagree with you. But that's an issue with the meta, not with ADCs necessarily.
