Because she has no waveclear, and only her ult for CC.

On top of that, she is made of wet tissue. Any jungle worth their salt would gank her over and over, and once she is behind the enemy mid laner gets to manhandle her all game long.

If she gets ahead somehow, she does a ton of damage tho.

Because she lacks waveclear and reliable hard cc to defend herself with.
