Make Hexdrinker/Maw shield start lower and scale harder with the user.

A simple nerf to contain the ADCs/assassins running rampant with these items.

Make it so the lifeline passive starts lower (150-ish) but scales harder with MR. Maw already includes this, but its base shield is still relatively high and the scaling is underwhelming (+1 to the shield value for each point of bonus MR).

What this would mean is that champions would need more than one MR item to reach the current efficiency of hexdrinker/maw. It would mean higher investment to deal with magic damage champions so it feels a bit more balanced going against AP or AD champions, rather than one-sided, especially someone has a small lead (defensive leads are much more apparent than offensive ones).

Keep Maw the way it is, nerf tanks, (with or without itemization that tanks use) and/or buff mages in form of kit or items

Maw has been good for the first time in awhile

First, tanks as a whole aren't an issue right now.

Second, a defensive item shouldn't be such a efficient offensive buy. This makes it so the item leans more towards offense as opposed to a one-hit-wonder defensive item. If you want serious survivability from it, you should have to invest a little more, because its just about as good as sterak's in that regard.

Keep in mind mage itemization doesn't matter when it comes to hexdrinker/maw because you can afford the huge advantage a hexdrinker brings much earlier than a mage will be able to afford the 2+ damage items to put them on par with it again.
