If Star Guardian Rakan and Xayah are Legendary, why are their interaction quotes the exact same?

Just wondering. Usually when it comes to Legendary skins, every audio from the champion is different. In this case, it's not. I just realized that there's not a thinking emote sticker yet.

Why does Star Guardian Rakan even exist? If you're going to commit to having a pair of champions whose skins are bound together, you should also commit to not giving either of them skins that DO NOT FIT the other at all.
