Does Shen have any hope?

So, is there any possibly at shen changes in the foreseeable future? I haven't heard anything about it. Though it's sad to see the state that he is in not even from some level of nerfs, just left behind. His resource starved nature doesn't go well because mana is no longer an issue on 90% of champions. He has no valid way of sustaining energy in a fight. Then to top things off, having a base energy regen of 10 energy/sec, the short CDs on his Q and W make him have to little to actually consistently use them, let alone if you use your 120 energy E then fail to hit 3 targets for 40 energy return each.

He is a health tank, which is super weak right now, he is extremely easily kited, and his dash can only be used once a fight, or not at all if you use your Q or W twice in rapid secession.

Yes, shen has a fair amount of global presence having the only global teleport in the game, but when you can't even have a chance in your own lane because of just how powerful other champions have been balanced to, how are you suppose to help in other lanes?

Again his lack of power isn't a change to him, it's the fact that everyone else got buffed or itemized better while the majority of items are very weak for him and very powerful against him.
