Riot, normals are fucking sad. Why is this not being fixed?

I cannot play the game with any of my friends, because they're low rated.

If I even attempt to play the game with them, I end up with shit like my Silver I friend laned against a Diamond I playing their main. It's not fun for anyone.

Why has this not been fixed, and why is 'playing with friends' being promoted with the new ranked system, if this shit is still happening?
