So can some champs just not earn mastery that easily whatsoever?

I mean you can participate a ton and constantly pressure lanes and get double digits on kills and even have no deaths and it still won't earn you a rank S. The game wants you to have a perfect blend of everything, but can some champs even manage that much? And if anything I've seen players who maximize their CS with minimal game participation get s ranks.
