At a minimum (meaning that you swap out whenever the rune is off CD), this process will take you 1,755 seconds or 29.25 minutes (the time stamp will be 29:15).

Is it not mutually agreed that it isn't blatantly overpowered, or underpowered? overall just a general quality of life improvement.

Tbh its just supercool you dont have to back to swap.

Its definitly much more useful now, but far from broken imo (unless it retains summ spell cdr). Also do i see 2k18 full health leashes?
