There was a time when spellvamp stacked, actually. The best Vlad build became 3-4 revolvers + boots + whatever. This was super shitty to play against. Vlad kinda ruined spellvamp on his own.

And then you also have Akali that was tough to deal with.

You can stack spell vamp. Read on unique passives and spell vamp article. It became kind of pointless due to the overall nerfs to spell vamp for champions who use it. You take a large itemization hit trying to double up on it. It was better when you could get large items like gunblade an stack them together with the old spell vamp formula.
