Why doesn't Twitches passive work with Deathfire Touch but Brand's does?

Twitch's passive is an on-hit effect. Only damaging abilities can trigger deathfire. Even Teemo's poison from his E will not trigger deathfire, because that is also considered an on-hit effect instead of an ability.

If I recall correctly, it was said that Brand's interaction with it is a bug.
