If Blitzcrank does that you have ample time to punish him as he's moving towards you, and he gets the least impact from his kit, additionally your allies are closer and can respond to this form of engage easily.
If your alone and solo and he does this to set up a kill for an ally, then you were simply mispositioned and out of place, of which a Thresh could have done that with Flay -> Hook -> Box for even more pressure, same with Naut of Auto -> Q -> E (or just ult you then hook but at least that's long CD options)
A fall back option is when your primary method fails.
For Hook supports, primary methods obviously the HOOK.
Thresh has a strong fall back option with his short range flay, and ranged auto attacks.
Nautilus has his short range AoE slow to disengage and prevent punishment, and his activatable shield/passive if he needs to keep fighting.
Blitzcrank has far fewer options, he can run at you and knock you up, then ultimate. His ultimate being up more often allows him to use it as his primary fall back method, but still leaves him very vulnerable to missing hooks moreso than any other.
