enough ninja tabi buffing

most people who actually buy this item are just tanky naturally (malphite, taric, RAMMUS). this is a buff targetted towards stopping adcs and as much as people might hate adcs, lowering their % damage output by that much while allowing champions like that to become as tanky as they are and still deal that much damage is not ok
