Pushing power? When I do buy tiamat it's because im going to be pushed under tower.
Black cleaver gives all the stats fiora needs, CDR, AD and Health. Not to mention the extra movespeed which gives enough to run around to the next vital. Plus with Q and E you can stack the armour reduction incredibly fast : Q, aa, E aa, aa,
She does have true damage but she still does majority physical damage so the armor reduction is still a massive bonus.

if you really must match the push and can't threaten them off of pushing with your moves then you get the tiamat.
or maybe your lane opponent keeps on leaving the lane, same situation, force them to have to stay.
you get triforce cleaver a whole lotta other flavor items and that games a wash. get the tiamat somewhere if you're definitely gonna be splitpushing i guess, that means you aren't looking to just wipe out skirmishes but will probably have capacity to if things fall right.
