Loading screen chat

First of all, I didn't know where to post this, so I chose Gameplay & Balance. Ok.

I thought it would be a good idea to have a loading screen chat, both team chat and [All] Chat like In-Game, so that you could make strategies with your team early on (such as starting items, jungle paths, invade or not, etc.) and not getting so bored when someone is taking ages to load.
