Using Giant Slayer punishes you for being ahead and rewards you for being behind.

The basic purpose of Giant Slayer is that it's supposed to be an anti health stacking item that isn't appealing on anyone that build's health themselves, right? The bonus damage is determined by health difference. Basically it scales negatively with your own max health, but every champion gains HP per level. The higher your level advantage, the more base HP you'll have while your opponents will have less, this makes the item somewhat rubberbandy as when two champions that didn't build health go against each other it gets stronger the further behind you are, and weaker the further ahead you are.

EDIT: My analogy was bad, a better example would be fighting a tank in general while you have a lead.

Why would you build an anti HEALTH tank item against non tanks.....I.E someone who didn't build health.....

Point being that if you gain a lead, you level advantage decreases the health difference, making the item less effective against EVERYONE, including tanks.

If they're REALLY hardcore stacking health enough for you to rush giant slayer, then there should definitely be a big enough difference for giant slayer to be effective.

Otherwise, by the time you purchase it (as your third or fourth item most likely) they will DEFINITELY have enough health

A tank even from behind will likely have more HP than an adc

you shouldn't buy giant slayer if your enemy laner didn't buy health items...

Tanks even when under leveled still have more HP than a carry simply because of the items they build, and this is assuming the carry is not building health items for what ever reason.
