Does Rito's balance team look at a new chamoion/rework before they fet released?

Because a lot of these bullshit new champion/reworks who are having basically 100% pick/ban in pro play right now have kits that don't really need much play testing for one to realize it is broken/overloaded.

They do but a small team of testers can't possibly find the best way to play a champ as quickly as efficently as just releasing it live.
