What was the thought process behind Xayah's ult

I don't really understand it. It's not only a new troll pole, it's also a potential setup for substantial disruption and CC lock-down. Neither of which are particularly smart attributes to give a marksman. Can someone explain it to me? (And no, "unique" playstyle/design isn't a legitimate answer.)
