depends on the adc, every adc will have a different set of core items and not all of them will be requiring crit investment, but most of them require crit investment.

stormrazor. IE exists to make existing crit more valuable, it doesn't give full efficiency as a rush item though so it's generally best to get it after you got some crit from something else be it a stormrazor or zeal item.
