Maybe, maybe not.

Honestly, it just depends on how hard the hit to his base damages will hurt his Runic Echoes build, and the nerf to the item itself (but if you want my opinion people will start to go for devourer rather than Runic Echoes if they choose to go Pheonix now).

Really, Tiger stance has never been seen as viable by Udyr mains because of how hard it hurts your waveclear, and let's be real here, it certianly doesn't make your teamfighting all that better to go Tiger.

it really comes down to, if you want the powerspike earlier, you'd go Tigerstance with warrior, but if you want to get to late game and be a monster, you go Pheonix along with Devourer.

Its a play style preference. It evens the playing field between Phoenix and Tiger viability...
