Why does Lucian get to be good at every point in the game?

good laning phase, has poke and high damage due to passive, good mid game and so easy to kit with him late game, he doesnt seem to have any drawbacks except him being squishy

Pick Caitlyn into Lucian. You can poke him the whole time. Go in for a poke, he tries to dash and burst, you e out. If he is in front of the minions q him ( or e/q/aa combo... it will destroy him ). If you manage to do that and win the early game, he can't touch you after as he will be underfarmed and weak.

If lucian is doing well late/end game your team did something wrong.

He's really close range, and doesn't have a lot of the stuff other close ranged ADCs have to balance it out. If you look at http://rebrn.com/re/adc-range-chart-as-of-patch-241412/ Lucian's range is really short, but he doesn't have as many tools.
