I'd rather have tanks than damage dealers, but not everyone can get what they want at the same time.

Just give it time, the meta will shift on it's own.

Building defensive items does not make you a tank. There are no tank assassins, only assassins that don't need to build damage to kill quickly.

Which feels like a problem to me. Am I the only one? Is this not suppose to be a problem?

It depends on the champion. Some champions are allowed to be tanky and do damage because they have little to low CC and mobility. The problem is some champions who are supposed to have damage and cc/mobility are building tanky and not losing anything for it.

Riot's aware and are working on it. They don't want to ruin items for the champions they were made for, so they are taking things slow in an attempt to maintain what these items are while making them inefficient for the problem champions.

I can understand champions like juggernauts, but when Talon builds tanky and is able to still assassinate people relatively well, I'm wondering if maybe his bases are just a bit too high.

Sejuani is an actual tank mate. She's not an assassin. She's supposed to be tanky and do damage, unlike assassins.
