No longer make his autos apply multiple stacks of item 3071 at a time. This IMO should never have existed.

It can stack all 6 with one shot if it crits, and 4 if it doesnt crit.

clevare should just be locked to meele champs only. It sames that most of its abuse cases come from ranged champs that can safely/quickly stack it

It should be locked into a DPS focused role. Say, cap it at 2 stacks per second, requiring 3 seconds to full stack. That deals with the assassins who abuse it to get tanky and tons of CDR, and the ranged champions who stack it too quickly, while keeping it viable as the bulky armor pen dps (more abilities) item fighters and the likes of Quinn want against tanks.
