So are we going to openly ignore that Garen, Pyke, and Morgana are nearly all permaban status?
All 3 of these champions need nerfs immediately. They are way too strong, and way too good.

Morgana is only permaban because the meta supports are engage + hook supports and morg is one of the few champions who can protect her ADC against them

Garen really shouldn't be anybody's ban. Even in his currently overtuned state.
Fun fact. Morgs ban rate is only high because the only playable supports are hard countered by her.
Both garen and Pyke are going to be nerfed... Do anyone here can read at all? Is google too hard to use?
Garen is already getting nerfed and hasn't even been strong for a full patch yet. If you want to be so overly dramatic, the other two you are complaining about at least gives you some meat to your argument.

pyke and Garen are meta because they are strong, morgana is strong right now because of the meta theres a core difference. If the meta shifts her WR will drop however she is sorta like thresh where she is sorta never completely out of the meta.
But i find Morgana to be A LOT more fair than pyke, at least she can get caught out.
Garen and Pyke, I agree, 100%, but Morgana is not strong the way they are strong, Garen is busted because of the new changes that make him a tank with almost assassin levels of damage, Pyke can be stomped and STILL be viable because his ulti is way too good on TF's, Morgana just happens to be a really good pick against this meta, but she still suffers from the weaknesses she's always had, her AP damage is low, her Q is slow and easy to dodge, and unless she has a 
she can pop like a balloon while ulting.
I dont think anyone, even Riot based on the PBE, are ignoring those first two.
Agreed on the first two, however is another story.
You can reduce her stats all you want, people would still ban her frequently because noone wants to play around the spellshield. And it's not even impossible to play around it, her winrate is completely fine especially when we consider her being alomst exclusively a counter-pick, people simply don't want to.
What will lower Morganas Banrate is metashift not a nerf. If bot or the game in general becomes less of "Hit CC into One-Shot" 
Morgana suddenly becomes WAY less usefull.
Alternative to this is only a mechanical change.
