And i'm not talking about those "late game" hyper carries that have the strongest level 3 in the game 
I'm talking about champions like 
that take a load of time to scale and quite frankly get crushed at every single point of the game.
They do not fit the oneshot level 3 meta and they are not played at all. Maybe riot could address this one day? I see no point in playing those champs. Not in solo queue any way.
