Don't just make it go faster with rank and deal fat damage and get fat damage amp on a single target. Riot loves to tell us how tanks should be incentivised to stay in the fight, right? Okay, so translate that to Garen. Change his E so that it has a spin-up, like a minigun. It'll start slow and deal comparatively low damage, but as he spins more it gets faster and deals more damage.

This forces Garen to stay in the fight for maximum benefits, as well as actually creating meaningful decisions within the "cancel it early, get refunded CD" mechanic.
