Her kit is toxic, and despite the knowledge of this, riot caved into the kindred main community and buffed her anyways, knowing that when kindred is strong enough to solo contest marks she typically ends up being a hyperscaling alternative to graves.

was in an awfull position prior to the buffs sitting at a 46% winrate after 8.12 after the jungle changes and the adc changes happened.
It's no surprise that they thouched after a winrate like that.
Are they overbuffed? Id wait a while longer and see, personally I wouldn't use op gg for winrates though and rather something like these stat sites:

This isn't the first time we see a resurgance in winrates either, in recent times we saw it in the preseason where it was that people simply didn't know how to play against due to practically never seing them even though they weren't really changed in any meaningfull manner.
It might be the case here as well, a lot of mains returning which inflates the winrates which is consistant with what stats show that those who just start playing have a sub 50% winrate and it's been a while again that has seen any propper play due to how weak they have been.
Yes they have seen some pro play, but so they did in the past and it seems to still be kind of the same that they are used primarily as a counterpick to 
and heavy dive if 
is banned.
