Why is

We had the issue of stacking in the past, and you made the CDR unique after it was abused.
At what point did it not become unique anymore?
Are you going to keep the CDR not unique?
If so, why can't mages stack 
for the CDR overstack?

Ah yeah, you're right, it was the armor shred passive that was not unique before.
However, the point of my thread is that the item is being abused for its relatively low cost and its appealing stats that can stack and optimize TOO WELL with that one excess-CDR rune.

Possibly, but there are still better options. Heck, they could run a Frozen Heart or IBG to cap CDR, get some armor, extra mana, and more utility

The CDR is actually the exact problem on the cleaver with the new runes. Go watch 1 of like 20 videos about why the shit is busted. Its CDR into ad conversion makes stacking cleavers highly gold efficient
Iota Theta1 votesBecause stacking straight health, AD, and CDR is good? It’s 1.2 AD for every 1% of CDR. So buy one cleaver, ok. Two cleavers, you get nothing special, unless you’re level 10 so you get 12 AD. Third Cleaver you get 24 more, then 24, 24, 24, you you buy 6 Cleavers, which isn’t practical. So with 6 Cleavers you get 0 resists, 2,400 bonus health (which will vanish with no resists), and 240 AD from the actual cleavers + 108 from Transcendence’s conversion, So a 348 AD. 348 AD, 40% CDR, and 2,400 bonus health, but no resists and no boots.
Where’s the practicality? Where’s it OP?
You’re better off running Cleaver, Frozen Heart/Iceborn Guantlet, SV, boots, etc. a more viable damage/durability build with health, resists, ms, + the extra AD, damage from the sheen proc, and even a slowing field.

ModThe Djinn1 votesMainly because Cleaver-Stacking is pretty worthless now -- the big draw was the shred passive, which I believe DID stack. If you want Health/AD/CDR, there are better ways to get it than Cleaver stacking (Spirit Visage / Titanic Hydra, for example).
TwinkiePro1 votesThe problem is that is so damn good for it's price. You have the same issue with , it's just too good not to have. Then you have items like 
, 
, 
and 
That are either too expensive for how subpar they are or are either just never built in conjunction with the other items because of price or conflict with passives.
I'd like to add that Stacking cleavers is cool and a good use of the rune and not nearly as broken as everyone likes to think. A mass of ad and HP lacks resistance. Although a gargoyles or locket can cover that weakness fairly well.
Critmaster Garen1 votescleaver stacking back in season 3 was an issue because it also granted 15 flat armor pen that wasnt unique.
this version of cleaver stacking isnt an issue. you could get the same result by stacking different cdr items with each other.
